Free:  Anyone may use them without seeking permission (in this list, all NPCs, including former PCs are free unless otherwise noted)
Limited:  Anyone may use them, but should seek permission from the owner before major changes to the character (such as killing them off)
Restricted:  Only the owner may use them or grant permission for someone else to use him
